The Public Utility District No.1 of Douglas County (Douglas PUD) has entered a determination of environmental non-significance, (DNS), for the proposed action under the State Environmental Policy Act, (RCW 43.21C), as amended. The lead agency for this proposal has determined that the subject action does not have a probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under 43.21C.030(2)c. This decision was made after review of a completed environmental checklist and other information on file with the lead agency.
This DNS is issued under WAC 197-11-340(2); the lead agency shall not act on this proposal for 15 days from the date below. Written comments must be submitted by November 25, 2012. The issuance of the determination of environmental non-significance, for which notice is hereby given, is for the following action:
Douglas PUD proposes to dredge the access channel to the existing Methow Boat Launch located on the Methow River immediately upriver (approximately 0.06 miles) of the confluence with the Columbia River, and within the City of Pateros, WA. The proposed project will dredge river material to improve public access and safety to the existing Methow Boat Launch and to improve water quality to the upriver embayment area used for public swimming. The proposed project will also replace the existing gravel boat ramp extension located at the Methow Boat Launch with pre-cast concrete panels in order to improve safety.
Dredge material will be transported and offloaded to a handling/dewatering site approximately 0.75 miles upriver on the Methow River. The project will include the disposal of the dredge material within the uplands at Carpenter Island, Chelan County, WA. This proposed project will occur on public lands associated with the Wells Hydroelectric Project and public lands owned by the City of Pateros.
The subject properties where dredging will occur are commonly known as the Methow Boat Launch (Section 36, Township 30N, Range 23E, EWM; 48.051124 N Lat. / 119.903836 W Long.) and Peninsula Park (Section 36, Township 30N, Range 23E, WM; 48.049441 N Lat. / 119.905461 W Long.).
The subject property where dredge handling will occur is commonly known as the Methow River Fishing Access, located along State Hwy 153, 0.5 miles west of the intersection with Hwy 97 (Section 2, Township 29N, Range 23E, WM; 48.045902 N Lat. / 119.915116 W Long.). The subject property where dredge disposal will occur is commonly known as Carpenter Island, located immediately south of Wells Dam (Section 7, Township 28N, Range 24E, WM.; 44.940100 N Lat. / 119.868987 W Long.).
