Meetings will lead to decisions about future of Chelan County PUD fiber-optic network

(Wenatchee, WA) Chelan County PUD is inviting customers interested in the future of its extensive fiber-optic network to attend a series of public meetings that will lead to a decision in April on how to manage the system.

“We have asked our customers and our communities to tell us what they want and how much they may be willing to pay as we develop possible future alternatives for the PUD’s fiber system in Chelan County,” said Chelan PUD General Manager John Janney. “We invite people to hear from independent experts who have taken an objective look at the system, and then we invite people to tell us how they think we ought to proceed.”

The first meeting in the series will begin at 5:30 p.m. on Tuesday, Feb. 28, at the Confluence Technology Center in Wenatchee. It is expected to last at least three hours as independent experts present their findings and customers then have an opportunity to ask follow-up questions. Presentations will come from:

  • EES Consulting on the economic impact of the fiber network in Chelan County;
  • Fifth Element Associates on the recent telephone survey, focus groups, and one-on-one interviews with community leaders and fiber service providers;
  • PUD staff on what they found when looking at other utility fiber systems in the region;
  • CCG Consulting on an evaluation of the fiber business and operations, including recommendations.

 

Developing a new strategic plan for the fiber-optic network fits in with Chelan PUD’s focus on strategic planning for all its services. The PUD has surveyed customers, talked with community leaders and held a number of public meetings to hear customer priorities the past five years. A new Strategic Plan for the PUD overall was adopted in 2010.

Chelan County PUD began building its fiber-optic network in 1999 to link its own PUD facilities with high-speed connections that could carry large amounts of data. The network began expanding into residential and business areas of the county in 2001 after the state Legislature gave public utilities the right to build such systems and said utilities could make their wholesale networks available to businesses who would connect end-users to retail Internet, television and telephone services. The PUD network is now available to approximately 70 percent of the homes and businesses in the county, with nearly 12,000 households or businesses taking at least one of the three services from several retail service providers.

People who can’t attend can watch the meeting on the Internet (live video feed available at http://tinyurl.com/NCWCTC-Stream ). Research reports on Feb. 28 will be available after the meeting and on the PUD website the next day, along with a video recording of the entire meeting. People can also comment on the fiber network plans at any time by sending an email to [email protected].
After the research reports are presented Feb. 28, four community meetings to discuss alternatives for the fiber network will be held at 5:30 p.m. in Wenatchee (PUD Auditorium, March 19), Chelan (City Hall, March 20), Leavenworth (Festhalle, March 21) and Cashmere (Riverside Center, March 22). Following those meetings, PUD management will consider all the input and present recommendations for the fiber network to PUD commissioners in another evening meeting on April 9 at the PUD Auditorium in Wenatchee. The Board is then expected to discuss the plan further and possibly take action at the regular PUD meeting April 16.
